    Uzbekistan is undergoing transition from state-led to market economy, with recent attention to make this transition green. Agriculture is a large part of the economy and is highly exposed to the impact of climate change. Improving soil fertility management is one of key priorities for supporting climate change adaptation and mitigation, but getting it moving in Uzbekistan requires an overhaul of the previous approaches, which focused on controlling what farmers do, and agricultural public institutions on soil testing, soil information systems, and research and advisory services. This overhaul has started in 2020, following the approval of the Strategy for Agriculture Development 2020-2030. The World Bank supports Uzbek Ministry of Agriculture in strengthening its relevant institutions, including through the Agriculture Modernization Project and technical assistance financed by Korean Green Growth Trust Fund. The presentation will describe recent developments and challenges to create an integrated system for soil testing and soil management in Uzbekistan and how the partnership with Korea’s Rural Development Administration supports this process.

    In many developing countries, smallholder farmers and families are key actors in the agricultural economy, but are often ignored or minimally addressed in public policy and budgeting. The presentation will focus on 3 ways in which governments can ensure to include key actors who have agriculture and agroforestry-based livelihoods.

    The presentation will focus on three aspects of government role: (a) development of adequate policy that appropriately incorporates smallholder, medium and commercial actors (b) development of parameters in agricultural incentive programs at the national and subnational levels to ensure effective inclusion of smallholder actors for both improved agricultural practices and the recognition of other land uses such as agroforestry to incentivize best practice adoption, (c) design of public budgets to ensure inclusion of smallholder programs that are often excluded from national and subnational budget structures.
